Summary of the Contents January/February 2008 - Workers' Compensation Policy Review John
Ruser is the author of “Economic Incentives Influencing Occupational Risk
Prevention.” In the article, Dr.
Ruser, the Assistant Commissioner for Safety, Health and Working Conditions at
the U.S. Bureau of Labor Statistics, examines sources of economic incentives for
the prevention of occupational injuries and diseases.
One source of incentives is higher wages paid to workers to compensate
them for workplace risks, which encourages employers to improve safety in order
to reduce the risk premium. Another
source is experience rating in workers’ compensation programs, which rewards
employers with lower insurance premiums when benefits paid to injured workers
decline. A final source is government intervention, and in particular the
establishment and enforcement of safety standards. Dr. Ruser provides a
comprehensive review of the theories underlying each of these sources of
economic incentives for safety and of the empirical studies that have tested the
theories. National Commission Report: Long out of print, The Report of the National Commission on State Workmen's Compensation Laws (1972) can be downloaded here.
